Coastal Carolina Community College’s CRRSAA Higher Education Emergency Relief Fund (HEERF II)
Change to the Distribution Process of the Student Portion of the CARES Act
Effective April 12, 2021, the College modified the process for the distribution of the Student Portion of the Coronavirus Aid, Relief, and Economic Security (CARES) Act, because of the enactment of the Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA) on December 27, 2020. The College, in accordance with the CRRSAA and U.S. Department of Education guidance dated March 19, 2021, elected to use CARES Student Portion funds in the same way as allowed to use supplemental Student Aid Portion funds under the provisions outlined in the CRRSAA, to include providing such grants to students exclusively enrolled in distance education. Therefore, the unliquidated (unspent) CARES Student Portion balance of $148,276 has been expended effective April 12, 2021.
Purpose of CRRSAA Emergency Relief Funding
The purpose of this emergency assistance is to provide aid to eligible students who incurred expenses because of the disruption of campus operations due to COVID-19. All emergency assistance provided to eligible students, per guidelines set forth within the CRRSAA and eligibility rules established by the U.S. Department of Education, must be expenses incurred because of the disruption of campus operations due to COVID-19.
Eligibility for CRRSAA Emergency Relief Funding
UPDATE: Per guidance issued by the U.S. Department of Education on May 11, 2021 and May 24, 2021, students enrolled in an institution of higher education during the COVID-19 national emergency are eligible for emergency financial aid grants, regardless of whether they completed a Free Application for Federal Student Aid (FAFSA) or are eligible for Title IV. Students with exceptional need are still to be prioritized.
Therefore, a completed FAFSA is no longer required for emergency financial aid grant consideration. Students may continue to apply for emergency financial aid grants using the application found on the College’s website, but no student will be required to submit a FAFSA for emergency financial aid grant consideration. The institution will only use information, such as a completed FAFSA, if available, in an effort to identify and prioritize students with exceptional need. Further information about the American Rescue Plan Act of 2021, in addition to forthcoming changes to the emergency financial aid grant distribution process, will updated on the website. The U.S. Department of Education, in accordance with the CRRSAA, has established eligibility requirements for individuals enrolled in higher education institutions who may be eligible for financial assistance under this law.
Eligibility Requirements
The U.S. Department of Education, in accordance with the CRRSAA, has established eligibility requirements for individuals enrolled in higher education institutions who apply for financial assistance under this law.
According to U.S. Department of Education rules:
- Students must be currently enrolled at the College;
- Students must be U.S. citizens, or eligible U.S. non-citizens; and
- Students who have a demonstrated exceptional financial need, such as students who receive Pell Grants, are to be prioritized.
During the established eligibility periods, you are only eligible to receive a one-time financial award from the College based upon your enrollment status and demonstrated exceptional financial need at time of application. The eligibility periods are: (1) Spring 2021 and/or Summer 2021 and (2) Fall 2021.
The first eligibility period is for students who are enrolled during Spring 2021 and/or Summer 2021. The second eligibility period is for students who are enrolled during Fall 2021. If you have already received a financial award distributed by the College—or are approved for a financial award through the completion of this application and the FAFSA during the aforementioned eligibility period(s), regardless of the financial award amount—you are not eligible to receive a further financial award during the same eligibility period*.
Example: You received $600.00 in Spring 2021 and re-apply for an additional financial award in Summer 2021. Because it’s the same eligibility period (i.e., Spring 2021 and/or Summer 2021) and you received the maximum amount, you are ineligible for an additional financial award.
Example: You were not enrolled in classes in Spring 2021, but you are enrolled in classes and apply for a financial award in Summer 2021. You may be eligible for a one-time financial award during the current eligibility period (i.e., Spring 2021 and/or Summer 2021). Complete the CRRSAA Application.
Example: You did not receive a financial award in Spring 2021, because you did not complete a FAFSA, but you believe you are eligible for a financial award. If you complete a FAFSA during the Spring 2021 and/or Summer 2021 eligibility period, as well as Complete the CRRSAA Application, you may be eligible for a one-time financial award.
Example: You received a financial award in Fall 2021 but did not receive a financial award in Spring 2021, even though you were enrolled in Spring 2021, during the Spring 2021 and/or Summer 2021 eligibility period. You did not complete a FAFSA for the 2020-2021 year but did for the 2021-2022 year. A financial award will not be retroactively approved since it is beyond the Spring 2021 and/or Summer 2021 eligibility period.
Who Will Receive CRRSAA Emergency Relief Funds?
The College identified students who met all U.S. Department of Education rules and guidelines (see the “Eligibility for CRRSAA Emergency Relief Funding” section), as of March 22, 2021, and issued a financial award determined by a student’s enrollment status, in conjunction with a demonstrated exceptional financial need based upon a completed FAFSA (2020-2021) on-file with the College. Students acknowledge, by accepting and expending emergency aid, they have incurred COVID-19-related costs. Please review the tables below for more information about the financial award amounts.
Demonstrated Exceptional Financial Need Award Amounts
Demonstrated exceptional financial need is determined by a student’s estimated family contribution (EFC) as documented on their FAFSA. According to the U.S. Department of Education, in order to be eligible for Pell Grants, a student must have an EFC equal to or less than $5,846.00**.

* 34 CFR 600.2 and 34 CFR 668 define what constitutes a Degree and Non-Degree Student. In addition, the enrollment status for students who are enrolled in Nursing Aid I and Nursing Aid II, Basic Welding and Pipe Welding, as well as Medical Terminology and Medical Coding and/or Medical Terminology and Medical Billing within Continuing Education will be considered full-time or more (i.e., 240 or more hours); however, the first disbursement will not exceed, based upon demonstrated exceptional financial need, either $200.00 or $400.00 once enrollment has been verified by the course census date (10% point). The second disbursement will not exceed, based upon demonstrated exceptional financial need, either $100.00 or $200.00 once subsequent enrollment in the next program sequence has been verified by the course census date (10% point). If a student has already completed the first sequence and has not received a prior financial award, he or she will be eligible, upon CARES Committee approval, for the award maximum. All other Department of Education rules and guidelines, in conjunction with enrollment verification by the course census date (10% point), are required.
** The established EFC for Pell Grant eligibility is subject to change by the Department of Education, and the College reserves the right to modify any eligibility guidelines, rules, or processes for financial award distribution at any time without prior notification.
Expenses Related to the Disruption of Campus Operations
All emergency assistance provided to eligible students, per guidelines set forth within the CRRSAA, must be expenses incurred because of the disruption of campus operations due to COVID-19.
- Course materials;
- Healthcare;
- Childcare;
- Transportation; and
- Technology.
What if I Didn’t Receive CRRSAA Emergency Relief Funds? Can I Still Apply?
The College identified students who met all U.S. Department of Education rules and guidelines (see the “Eligibility for CRRSAA Emergency Relief Funding” section), as of March 22, 2021, based upon available information on-file with the institution. If you did not complete a FAFSA (2020-2021) and/or request your FAFSA to be shared with the College, your eligibility, in accordance with U.S. Department of Education rules and guidelines, could not be determined.
If you believe you may be eligible, you must complete a FAFSA in order to be considered for any financial award along with a CRRSAA Application. Financial awards are contingent upon the availability of funds issued by the U.S. Department of Education, and consideration is granted on a first-come, first-served basis as long as funds are available.
Distribution of CRRSAA Emergency Relief Funds
Eligible students will have their financial award electronically deposited, if they have an active Bank Mobile account or direct deposit information on-file. Please ensure, if you have a Bank Mobile account, that all information is current.
Eligible students who have not created a Bank Mobile Account, or the College is unable to electronically deposit funds into a Bank Mobile account, should receive a check, which will be sent by mail to the address on-file with the College.
The College reserves the right, if any check is either not deposited or not cashed within 45 working days, to invalidate the check and re-distribute emergency relief funds to other eligible students. The College also reserves the right to invalidate any check returned to the College for any reason.
Are CRRSAA Emergency Relief Funds Taxable Income and Part of My Gross Income?
These funds may need to be reported on your 1098-T, according to information from the Internal Revenue Service (IRS). The College is awaiting further guidance and will adhere to supplemental guidance from government authorities.

CARES Certification and Agreement Reporting Information (HEERF I)
The College has signed and returned to the U.S. Department of Education (DOE) Certification and Agreement assuring that the College has used, or intends to use, no less than 50 percent (50%) of the funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students. The total amount of funds that the College will receive from the DOE pursuant to the Certification and Agreement is $3,371,351.00.
Per DOE requirements, the Certification and Agreement directs each institution applying for Higher Education Emergency Relief Funds (HEERF) funds to comply with Section 18004(e) of the CARES Act and submit an initial report (the “30-day Fund Report”) to the Secretary thirty (30) days from the date of the institution’s Certification and Agreement to the DOE. The DOE will provide instructions for providing the required information to the Secretary in the near future. In the meantime, each HEERF participating institution must post the information listed below on the institution’s primary website. Accordingly, the following information must appear in a format and location that is easily accessible to the public 30 days after the date when the institution received its allocation under 18004(a)(1) and updated every 45 days thereafter:
- An acknowledgement that the institution signed and returned to the DOE the Certification and Agreement and the assurance that the institution has used, or intends to use, no less than 50 percent of the funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students.
- The total amount of funds that the institution will receive or has received from the DOE pursuant to the institution’s Certification and Agreement [for] Emergency Financial Aid Grants to Students.
- The total amount of Emergency Financial Aid Grants distributed to students under Section 18004(a)(1) of the CARES Act as of the date of submission (i.e., as of the 30-day Report and every 45 days thereafter).
- The estimated total number of students at the institution eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and thus eligible to receive Emergency Financial Aid Grants to students under Section 18004(a)(1) of the CARES Act.
- The total number of students who have received an Emergency Financial Aid Grant to students under Section 18004(a)(1) of the CARES Act.
- The method(s) used by the institution to determine which students receive Emergency Financial Aid Grants and how much they would receive under Section 18004(a)(1) of the CARES Act.
- Any instructions, directions, or guidance provided by the institution to students concerning the Emergency Financial Aid Grants.
CRRSAA & ARP Certification and Agreement Reporting Information (HEERF II & HEERF III)
The College has signed and returned to the U.S. Department of Education (DOE) both Certifications and Agreements assuring that the College will use the applicable amount of funds designated under the Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSAA) and the American Rescue Plan Act, 2021 (ARP) (a)(1) and (a)(4) programs to provide Emergency Financial Aid Grants to Students. The total amount of funds that the College received from the DOE pursuant to the Certification and Agreement for CRRSAA was $6,284,036, and the total amount of funds that the College received from the DOE and pursuant to the Certification and Agreement for ARP was $10,446,523.
The amount of funds received pursuant to the Certification and Agreement designated for Emergency Financial Aid Grants to Students under CRRSAA was $1,685,676, and the amount of funds received pursuant to the Certification and Agreement designated for Emergency Financial Aid Grants to Students under ARP was $5,367,920.
The following information, as issued in guidance from the DOE, must appear in a format and location that is easily accessible to the public. This information must be updated no later than 10 days after the end of each calendar quarter (September 30, and December 31, March 31, and June 30) thereafter, unless the Secretary specifies an alternative method of reporting:
